Funding decision for 2.94 million euros
Neubeckum leisure centre and public library to be converted into a modern district centre
A large proportion of the money will go towards the extensive remodelling of the leisure centre and the Neubeckum public library as well as other projects. The total eligible costs amount to 4.9 million euros, meaning that 60 per cent is covered by the funding.
"The building of the leisure centre and the municipal library from the 1970s is functional, but no longer up to date - neither in terms of energy nor in terms of accessibility or equipment," explains Uwe Denkert, who received the decision in Münster from District President Andreas Bothe. "The funding will now lay the foundation for a modern, open and multifunctional district centre that combines reading, learning, meeting and cultural participation under one roof."
There is a particular focus on accessibility: the installation of a lift, barrier-free entrances, new sanitary facilities and a well thought-out room concept will ensure that all people - regardless of age or mobility - will be able to use the building independently in future.
The outdoor area is also being redesigned: The forecourt will be functionally revised and its design upgraded - with ramps, lighting and clear visibility. This will not only make the new district centre more accessible, but also clearly recognisable as a meeting point in the cityscape.
Another focus is climate protection: the city is making an active contribution to reducing CO₂ emissions through energy-efficient refurbishment measures such as roof insulation and the installation of a photovoltaic system. A comprehensive full refurbishment or a new building would not be economically viable at present - the measures now planned therefore represent a viable compromise between impact and feasibility.
In addition to the district centre, two other projects will also be realised with the funds from the grant: The square in front of Neubeckum town hall will be redesigned to be climate-friendly, and the schoolyard of the Rosa-Parks comprehensive school will be unsealed and upgraded. Both measures combine climate protection with a higher quality of stay.
Urban development funding supports local authorities on the basis of integrated urban development concepts. It is aimed at strengthening centres and neighbourhoods, developing brownfield sites and, increasingly, measures to adapt to the effects of climate change.
