Are you looking for a flat with state subsidisation, a so-called social flat?

You will need a certificate of eligibility for housing (WBS). If you have this, you can be entered in the register of people looking for accommodation.
Apply for a residence entitlement certificate
The first step is to apply for a housing authorisation certificate (WBS). This is issued by the Social Services Department. The WBS certifies that you are authorised to move into a publicly subsidised flat.
Housing seeker file
You can then register with the Social Services Department (Housing Office) in the Housing Seekers Register.
