Housing benefit - subsidy towards housing costs
Housing benefit is a social benefit under the Housing Benefit Act. It supports citizens with a low income with their housing costs. Housing benefit is paid as a rent subsidy (for tenants) or as an encumbrance allowance (for owner-occupiers). Housing benefit is only granted on application. The month in which the application is made is decisive for the date from which housing benefit is paid.

Application requirements for a rent subsidy
- You are a tenant, subtenant or authorised tenant of residential property,
- You are a resident of a care home within the meaning of the Care Home Act,
- You are a resident in your own apartment block.
Application requirements for an encumbrance allowance
- You are the owner of your own home, a small housing estate or an agricultural sideline,
- You are the owner of a condominium,
- You are the owner of a permanent right of residence similar to ownership,
- You are entitled to the transfer of ownership, creation or transfer of the building, condominium or permanent right of residence.
There is no entitlement to housing benefit if...
- you receive a citizen's allowance, social benefit or an allowance for trainees under the Second Social Security Code
- Transitional allowance and injury benefit in the amount of the citizen's allowance under the Sixth or Seventh Social Code
- Assistance with living expenses or basic security in old age and in the event of reduced earning capacity in accordance with the Twelfth Social Code
- Supplementary assistance for living expenses in accordance with the Federal Pension Act
- Receive benefits in special cases and basic benefits under the Asylum Seekers Benefits Act
- or child and youth welfare benefits in accordance with the Eighth Social Code, if all persons belonging to the household are recipients of these benefits.
