Severely disabled parking permit

    The Road Traffic Act makes exceptions for severely disabled persons, allowing them to park their car more easily.
    A distinction is made between two types of severely disabled parking permits.

    EU parking permit for severely disabled persons (blue parking permit)

    Severely disabled persons with a proven exceptional disability can be issued a parking permit for severely disabled persons (blue parking permit). This parking concession is valid throughout Germany and in all other member states of the European Union and is also recognised in the member states of the International Transport Forum (ITF).

    • The blue parking permit is issued immediately at the citizens' office.

     

    Who can apply for a blue parking permit?

    • Persons with an exceptional walking disability (mark "aG")

    • Blind persons (mark "BL")

    • Severely disabled persons with bilateral amelia or phocomelia (thalidomide) or with comparable functional impairments (e.g. amputation of both arms), whereby the time limits that require the parking disc to be activated do not apply.

    What is allowed with the blue parking permit for severely disabled persons?

    • Parking in designated disabled parking spaces with the additional sign (wheelchair user symbol).

    • Parking for up to three hours in places where there is a restricted stopping ban and in the area of a no-parking zone. The arrival time must be indicated on a parking disc.

    • Exceeding the permitted parking time in a no-parking zone in which parking is permitted by an additional sign (set parking disc).

    • Parking beyond the permitted time in places marked by "Parking space" or "Parking on footpaths" signs and for which a parking time limit is specified by an additional sign.

    • Parking during loading times in pedestrian zones where loading or unloading is authorised for certain times.

    • Parking at parking meters and parking ticket machines without charge and without time limit.

    • Parking in car parks for residents for up to 3 hours.

    • Parking in traffic-calmed areas outside the designated areas without obstructing through traffic.

     

    Please note: There must be no other parking facilities within a reasonable distance. Unless otherwise stated, the maximum permissible parking time is 24 hours!





    Parking concessions for special groups of people (orange parking permit)

    Severely disabled persons without the "aG" or "Bl" mark on their severely disabled person's pass can, under certain conditions, also receive parking concessions to a limited extent(orange parking permit). This parking concession applies throughout Germany.



    Hint:

    • The parking permit is personal and cannot be transferred to others. It is not registered to a specific car, but to the holder. It can therefore always be used when the authorised person is driving or being driven.
    • Using the parking permit without transporting the holder is an improper act and can even lead to the confiscation of the permit if repeated!
    • However, using the parking permit to drop off or pick up the holder from a location is legitimate and in line with its intended purpose.
    • The parking permit for disabled persons must always be clearly visible in the windscreen area. It is not sufficient to simply display the disabled person's badge.
    • Copies of the parking permit for the disabled can be punished with severe penalties as forgery.

    The period of validity depends on the validity of the severely disabled person's ID card. However, the card may only be issued for a maximum of 5 years.
