Description
In addition to childcare in daycare centres, daycare is equally important. Here, children are regularly looked after for part of the day by a qualified day carer either in the home of the day carer, in the parents' home or in other suitable premises. Day care is primarily aimed at children under the age of three. For older children up to the age of 14, other child day care services (day care centres, all-day schools) should be used.
The town of Beckum promotes child day care by providing training and further training for child day carers and appropriate funding for the care services. The guidelines of the city of Beckum for the financing of child day care summarise the requirements for the city of Beckum as set out in the various laws and regulate the amount of money paid to child day carers.
These guidelines are based on Sections 22 to 24 of the German Social Code (SGB) Eighth Book (VIII) in conjunction with the Act on the Early Education and Support of Children (Kinderbildungsgesetz - KiBiz).
Legal entitlement to childcare
The unrestricted legal entitlement comes into effect from the age of 1. The childcare hours should be at least 10 hours per week. In Beckum, the unrestricted legal entitlement is generally considered to be fulfilled with the guarantee of a maximum of 35 hours of childcare per week.
Deviating from this, additional hours of childcare can be claimed within the framework of the limited legal entitlement, i.e. if both parents or a single parent are working or training, or if they are about to start a vocational training programme or a measure for integration into work within the meaning of SGB II or for specific domestic or family reasons. Under these conditions, this also applies to children under the age of one.
The Specialist Service for Child, Youth and Family Support decides in which cases child day care is suitable and necessary for the welfare of the child under the age of one. In these cases, there are no maximum care times to fulfil the legal entitlement, but the care times are based on the actual needs, for example the parents' working hours.- Fringe-hour childcare as part of child day care: Childcare as a supplement to another form of childcare, for example a day care centre or open all-day school, is possible if both parents or a single parent are working or in training, as well as if there are specific domestic or family reasons. The additional childcare time must be at least 10 hours per week. The total of all childcare hours must not exceed 45 hours per week.
- Reason for childcare "employment or training": If childcare is required for more than 35 hours per week, proof of employment (employer's certificate) or training of both parents must be submitted.
- Reason for care "domestic and/or family relief": If care is required for more than 35 hours per week, the need must be justified in writing and by means of a certificate, for example from the family doctor or similar.
